SNAP Rule Changes in 2027: What You Need to Know

Federal updates to the Supplemental Nutrition Assistance Program (SNAP) have significantly shifted food assistance eligibility nationwide. According to data from the U.S. Department of Agriculture (USDA) analyzed by the Food Research & Action Center (FRAC), over 5.2 million fewer people received SNAP benefits between July 2025 and June 2026.

The decline follows federal legislation that expanded mandatory work requirements for adult recipients. Here is a clear breakdown of the updated rules and how to protect your household benefits.

Who Is Impacted by Expanded Work Requirements?

The updated legislation raised the upper age limit for Able-Bodied Adults Without Dependents (ABAWDs), expanding the work rule criteria to adults aged 18 through 64.

Additionally, dependency rules have shifted. Parents and caregivers now only receive an automatic caregiving exemption if their youngest child is under age 14, rather than 18.

Recipients subject to these rules must complete at least 80 hours per month of qualifying work, approved job training, or recognized volunteer service.

Unless an exemption applies, individuals who do not meet the 80-hour monthly threshold are generally restricted to three months of SNAP benefits within a three-year window.

Check for Exempt Exemptions

Not every SNAP recipient is subject to the expanded 80-hour monthly activity requirement.

You may be exempt if you are pregnant, have a documented physical or mental health condition that limits your ability to work, or care for a child under 14.

Certain states may also recognize specific exemptions for students, caregivers, or individuals participating in designated state rehabilitation programs.

Four Steps to Protect or Restore Your Benefits

  • Review Official Notices Immediately: Carefully check any letter from your state agency for specific details on paperwork deadlines, required documentation, or income reporting rules.
  • Confirm Qualifying Activities: Always verify with your local case manager whether a specific job search, training program, or volunteer site counts toward your 80 hours before starting.
  • Submit Exemption Proof: If you have medical limitations or qualifying caregiving duties, ask your local SNAP office exactly what health or household records are required to document your case.
  • File a Fair Hearing Appeal: If your assistance is reduced or terminated and you believe the decision was made in error, you maintain the legal right to challenge the determination through a state appeal.

State Operations and Immediate Assistance

While SNAP is federally funded, individual state agencies administer application processes and EBT card distributions.

A separate administrative rule adjustment taking effect October 1, 2026, requires state governments to cover 75% of administrative operational costs (up from 50%). This shift affects state-level program administration costs and does not directly lower standard individual benefit allotments on EBT cards.
